The Arena Merchant is located just northwest of Eastern Wild Island at the PvP Arena island. You'll need Battle Tickets earned from Arena fights to purchase passive implants.

This vendor offers valuable traits like Runner, Infinite Stamina, and Serenity, which aren’t available anywhere else. Each implant costs 50 Battle Tickets.

You can get bounty tokens by defeating Wanted Fugitives around the world. Speak to Intel Dealers to get information on their whereabouts. All implants cost 30 Bounty Tokens.
